"Photos" Will It Replace the iPhoto on Pre-release Yosemite 10.10.3?

Yesterday, Apple seeds Yosemite 10.10.3 Developer Preview. It introduces "Photos" for the next default photo app. Why does Apple look like too rushed to introduces it? The final OS X 10.10.2 was released a few days ago for public download. And this build (14C109) is available on Mac Dev Center to developer now. Apple said, "there will be no new development of iPhoto and Aperture again".
The Photos description :
"Photos automatically organizes your photo library and helps you to edit your favorite photos with advance tools easily. You can sync your photos and videos in the cloud using iCloud Photo Library too, then access them from all of your devices."

  • Apple says the new Photos app will be released publicly this spring, OS X 10.10.3 will be a free update to Yosemite users.
Apple gives 5GB for free to all accounts, but if you wanna upgrade to a larger storage plan, Apple offers 20 GB to 1TB cloud storage and it just starting at $0.99 per month.
OS X 10.10.3 can running on my old PC.
